Associate Dean Lindsey P. Gustafson

Lindsey P. Gustafson, Associate Dean for Academic Affairs and Arkansas Bar Association Professor of Law at the 糖心Vlog传媒 Little Rock William H. Bowen School of Law, has been named to the editorial board of The Journal of Law Teaching and Learning.

This new journal, which will focus on legal teaching methods and practice, has been launched by , of which Gustafson is a co-director and Bowen is a co-sponsor. The Institute plans to release one volume per year, beginning in fall 2023.

The Institute was established in 1991 to help law schools provide a learning environment that helps students achieve the highest academic standards and prepares them to assume their responsibilities as effective and moral attorneys. It is the oldest and preeminent law school-based initiative aimed at improving law teaching and learning. The Institute hosts national teaching conferences and conducts private trainings for law schools across the country and throughout the world.

“We are excited to start a peer-reviewed journal on legal pedagogy. Not many legal journals are peer reviewed, and we have assembled an all-star group of editors,” Gustafson said. “We hope authors really notice and appreciate the care we will give to articles, and that we can help build this critical area of scholarship.”

The journal is dedicated to high-quality, full-length law review articles on law teaching. The vision for the journal is to publish science-based articles focused on theoretical or empirical studies of effective teaching and learning. Article topics will range from pedagogy specific to particular fields, like constitutional law, to assessment best practices applicable across all law school courses. An important goal of the new journal will be to publish articles that are driven by evidence rather than articles that report anecdotal experiences of law teachers. By promoting excellence in law teaching via the journal, the Institute hopes that law schools will better prepare students to succeed in practice and pass the bar exam.

The Institute will send The Journal of Law Teaching and Learning by email to every law professor in the country, and is now accepting submissions on . Scholars may also submit articles directly to the editor of the inaugural issue, Professor Michael Colatrella, by email at mcolatrella@pacific.edu.

Robert Steinbuch, a professor of law at the , will serve another term on Arkansas鈥檚 Freedom of Information Act Task Force.

The Arkansas Freedom of Information Act Coalition voted this month to re-appoint Steinbuch as the coalition鈥檚 representative to the task force. The coalition is a group of journalists, educators, government officials, and advocates committed to protecting the state鈥檚 open records and open meetings laws.

The FOIA Task Force has nine members and is responsible for making recommendations to the Arkansas General Assembly about potential legislation that would amend or impact the Arkansas Freedom of Information Act.

“My parents taught me that citizen involvement is the first check on tyranny, and that begins in Arkansas with the Freedom of Information Act,鈥 Steinbuch said. 鈥淚t’s, therefore, an honor and privilege to be reappointed to the Arkansas Freedom of Information Act Task Force.  I will continue to zealously advocate for the fine citizens of the great state of Arkansas and the people’s law – the Arkansas Freedom of Information Act.”

Steinbuch has participated in numerous informational panels on FOIA, is a coauthor of the definitive treatise on the Arkansas FOIA, and has advised legislators and staff on proposed revisions to the Arkansas and federal FOIA laws. The coalition first appointed Steinbuch to the position when the Arkansas Legislature established the state FOIA Task Force in 2017.

Professor andr茅 douglas pond cummings has been named the next associate dean for faculty development at the 糖心Vlog传媒 Little Rock William H. Bowen School of Law. He succeeds Professor Terrence Cain, who has served as associate dean since 2018. cummings joined the law school faculty in 2018 and was recently named the Charles C. Baum Distinguished Professor of Law.

鈥淒uring dre鈥檚 time here, he has made a meaningful impact at Bowen,鈥 said Theresa Beiner, dean of the law school. 鈥淚n addition to his prolific scholarship, he has spoken about his work both in and outside of Arkansas. He is also an innovative teacher who uses formative and summative assessments in his classes, including experiential drafting.鈥

Before arriving at Bowen, cummings was a visiting professor of law at The University of Illinois Chicago School of Law, where he taught contracts I and II, hip hop & the American constitution and sports law. Prior to that, he also worked as a professor of law at the West Virginia University College of Law, where he taught business associations, civil procedure, entertainment law and securities regulation.

cummings has written extensively over his career, including three books and over forty law review articles. His areas of expertise span corporate law, constitutional law, civil rights law, sports law and entertainment law, with his focus in each seemingly diverse area anchored in social justice and economic equality. Examples of this work include his books 鈥淗ip Hop and the Law鈥 and 鈥淐orporate Justice鈥 as well as his recent articles including 鈥淩eforming Policing鈥 and 鈥淩oadmap for Antiracism: Unwind the War on Drugs Now.鈥

cummings鈥檚 service activities include working with decArcerate, the Arkansas Cinema Society, and as Board President of Abolish Private Prisons. He is the co-director of Bowen鈥檚 new Board of Trustees approved Center for Racial Justice and Criminal Justice Reform, a center that will focus on improving the justice system here in Arkansas.

鈥淚 am deeply honored to have been asked by Dean Beiner to serve as the associate dean for faculty development and am very enthusiastic about working individually with my fellow faculty members,鈥 said cummings. 鈥淚 view faculty research and scholarship to be the lifeblood of a law school as transformative scholarship informs not just law practice, but also classroom teaching and the legal academy.鈥 cummings concluded, 鈥淚 chose to come to Bowen because of the deep commitment that our faculty holds to teaching our students with great skill, but also in the dedication that many of our faculty have to producing meaningful scholarship that is cited by judges in their written opinions and quite literally impacts the state and nation in positive ways leading to more fair and just outcomes.鈥

Banks v. Hawkins, Prevailed on appeal, 19-3092, United States Court of Appeals for the Eighth Circuit (May 27, 2021).

The United States Court of Appeals for the Eighth Circuit affirmed the trial court’s denial of a police officer’s assertion of qualified immunity in a Fourth Amendment excessive force case. The Court also held that the officer violated clearly established law when he shot an unarmed, non-aggressive man who posed no immediate threat to anyone.

糖心Vlog传媒 Little Rock William H. Bowen School of Law students have recognized Professor Josh Silverstein, a faculty member at Bowen, for his positive impact on their lives. He is their recipient of the 2021 We Heart Our Faculty award.

Silverstein joined Bowen鈥檚 faculty nearly 17 years ago. In addition to his teaching and scholarship responsibilities, he serves as faculty advisor for five student organizations: Phi Alpha Delta, the Young Democrats, the Student Bar Association, the American Constitution Society, and the Bowen Business and Tax Law Society.

Silverstein is a frequent participant and announcer at law school graduation ceremonies and regularly helps student groups with education and outreach. He also suggests note topics for the law review and assists students with career placements by giving advice and providing letters of recommendation.

鈥淧rofessor Silverstein genuinely cares about his students and their success, and it is clear that he truly loves his job and loves teaching,鈥 said Bradey Chambers, the current president of Bowen鈥檚 Student Bar Association. 鈥淗e always goes above and beyond for his students, whether inside or outside of class. Not only does he provide us with legal knowledge, but he also strives to ensure we become well-rounded people. He is truly deserving of this award.鈥

In addition to this recognition, Silverstein recently received Bowen鈥檚 Faculty Excellence Award for Public Service. He has also in the past been singled out by his peers for his teaching and his scholarship.

The 糖心Vlog传媒 Little Rock Student Government Association and the Provost Office created the We Heart Our Faculty award in 2020 to show appreciation for great faculty members. Each of the recipients will receive a one-of-a-kind, handmade glass heart created by in the colors of 糖心Vlog传媒 Little Rock.

The glass hearts symbolize positive, influential support that makes a real difference in the lives of students. As students enter the university to pursue or further their education, faculty often play a nurturing role, guiding students through the learning process and working hard to foster an environment that best ensures success.

This is the first year that Bowen students have presented this award.

Professor cummings testified before the House Judiciary Committee in support of a House bill that would end bail requirements for most misdemeanor charges. Too often in Arkansas, citizens who cannot afford to post bail languish behind bars even though they are innocent until proven guilty. This practice disproportionately impacts black Arkansans.
