Judges Rita and Wayne Gruber have established a $25,000 endowed scholarship to support students at the 糖心Vlog传媒 Little Rock William H. Bowen School of Law

The Judges Rita and Wayne Gruber Endowed Scholarship will assist law students with education-related expenses while completing an externship at the Arkansas Court of Appeals.

“Judges Rita and Wayne Gruber embody the core values the Bowen School of Law seeks to impart: their lives are models of what it means to perform public service, advance justice, and do so with the utmost professionalism. I know I speak for everyone in the Bowen School of Law community when I say that we could not be more proud of their achievements and unwavering dedication to the legal profession,” said Colin Crawford, dean of the law school.

A Legacy of Service and Leadership

Married in 1973, the Grubers both enrolled at Bowen in 1975. 鈥淲e came from humble backgrounds and didn鈥檛 know any lawyers growing up,鈥 Wayne Gruber said. 鈥淚t was a great honor to be accepted to Bowen.鈥 After law school, both built successful careers in private practice before becoming elected judges.

Rita Gruber served on the Arkansas Court of Appeals from 2009 until her retirement in December 2024, following 18 years as a circuit judge for the Sixth Judicial District. While serving on the trial bench, she helped establish several programs focused on supporting youth, including a Volunteer Probation Officer program for first-time juvenile offenders, a specialized teen-parenting program, a truancy-alternative school, and the CSTP juvenile boot camp at Camp Robinson. Before serving as a circuit judge, she practiced law for a decade and was interim Pulaski County judge.

She is a member of the Pulaski County Bar Association, Arkansas Bar Association, and American Bar Association. She is very active in her community, serving on many boards and committees. Gruber works closely with the Bowen School of Law, developing mediation programming, particularly for juvenile cases. She鈥檚 also served several terms on the Bowen School of Law Dean鈥檚 Advisory Council.

Wayne Gruber served as a Pulaski County district judge from 2001 to 2024. Prior to that, he spent 20 years in private practice as a partner at the Gruber Law Firm. He also served in the Arkansas National Guard鈥檚 189th Airlift Wing, where he was a judge advocate for 16 years and later a staff judge advocate for 10 years. Before joining the Guard, he served four years on active duty at Little Rock Air Force Base.

Gruber has previously served as president of the Pulaski County Bar Association, and the organization recognized him as District Judge of the Year in 2001, 2009, and 2014. In 2015, he served as president of the Arkansas District Judges鈥 Council and received the Pulaski County Bar Association鈥檚 Lawyer Citizen Award in 2018.

The Grubers, both Bowen alumni, were named Distinguished Alumni of the Year in November 2024, the highest honor awarded by the Bowen School of Law. The award recognizes graduates who have demonstrated a lifelong commitment to Bowen鈥檚 core values of access to justice, public service, and professionalism.

Giving Back to the Next Generation of Lawyers

The Grubers credit Bowen with shaping their legal careers and have remained long-time supporters of the law school. Rita Gruber supervised student externs for 16 years, providing hands-on learning experiences in the courts.

鈥淓xternships help students understand how courts work and give them valuable experience working on actual cases,鈥 she said. 鈥淵ou have to have a passion to be a lawyer. By doing externships, it helps you refine what areas of law you鈥檙e interested in so you can focus during your third year.鈥

Recognizing the financial challenges many law students face, the Grubers hope their scholarship will provide meaningful support. 鈥淭his is our small way of helping students who may be struggling to stay in law school,鈥 Rita Gruber said.

Their dedication to Bowen students extends beyond this scholarship. The couple previously funded a book award to benefit law students.

鈥淲e got to live our dream,鈥 Wayne Gruber said. 鈥淲e worked hard in law school, in practice, and on the bench. We are grateful to Bowen for the opportunities we had.鈥

Their Bowen legacy continues through their children and son-in-law, who are also alumni.

The evening begins with a reception from 5 to 6 p.m. in the Cultural Living Room, followed by a keynote address and commentaries at 6 p.m. in the museum’s Lecture Hall.

鈥淭he Arnold Lecture brings together distinguished legal thinkers at a pivotal moment in our nation鈥檚 history, as we reflect on the 2024 election,鈥 said Colin Crawford, dean of the William H. Bowen School of Law. 鈥淏y hosting scholars with diverse views, we hope to illuminate the critical role courts play in ensuring the integrity of our democratic process. At Bowen, we are committed to examining the complex intersection of law and democracy. This free and open event is part of our mission to engage the broader community in discussions that matter.鈥

The lecture and symposium, “Courts and Democracy: Reflections on the 2024 Election,” is scheduled one month to the day after the Presidential Inauguration, and will feature an ideologically diverse panel of election law experts. The event鈥檚 keynote speaker will be Dan Tokaji, the Fred W. & Vi Miller Dean and professor of law at the University of Wisconsin-Madison Law School. Tokaji is a leading authority in the field of election law. He has been interviewed and quoted by outlets such as the New York Times, the Wall Street Journal, and the Washington Post. Tokaji鈥檚 scholarship addresses questions of voting rights, free speech, and democratic inclusion.

Derek T. Muller and Eugene D. Mazo, nationally recognized scholars in the field of election law, will also speak. Muller, a professor of law at the University of Notre Dame Law School, researches the role of states in the administration of federal elections, the constitutional contours of voting rights and election administration, the limits of judicial power in the domain of elections, and the Electoral College. Mazo is the associate professor of law and associate professor of political science at Duquesne University. His focus is on the theory and practice of democracy and he serves as editor of The Oxford Handbook of American Election Law (2024).

The University of Arkansas at Little Rock has created an endowed scholarship in memory of notable Arkansas attorney Boyd 鈥淪kip鈥 Tackett.

Tackett鈥檚 daughter, Tiffany Kell, law mediation program coordinator for the 糖心Vlog传媒 Little Rock William H. Bowen School of Law, has donated $25,000 to create the Boyd 鈥淪kip鈥 Tackett Endowed Scholarship. The scholarship will be used to provide assistance for education related expenses like tuition, books, fees, room, and board for students at the William H. Bowen School of Law.

“My father instilled in all of us the importance of giving back and helping those in need,” Kell said. “As a third-generation lawyer, I know he would have loved the idea of this scholarship. Easing the financial burden for a student so they can focus on making a difference in the world is truly priceless.”

A preference will be shown for applicants who demonstrate a clear financial need and those who demonstrate a strong commitment to pursue a career in criminal defense, reflecting the values and career focus of Tackett.

鈥淭he Bowen School of Law is so grateful to Tiffany Tackett Kell for her exceptional generosity in creating a scholarship in honor of her father, Boyd 鈥楽kip鈥 Tackett,鈥 said Bowen Dean Colin Crawford. 鈥淚 did not have the privilege of knowing Mr. Tackett personally, but I have spoken with many who did. To a person, they all attest to the fact that Skip Tackett was the model of a servant leader, serving the people of Arkansas as a criminal defense attorney for over 50 years, all the time demonstrating an unwavering commitment to justice and a tireless work ethic. To be sure, this scholarship will help students who wish to follow in Skip Tackett’s service to those in need of dedicated legal representation.鈥

Born in Hot Springs in 1940, Tackett was the son of U.S. Congressman Boyd Tackett, who represented Arkansas鈥檚 4th Congressional District from 1949 to 1953. Tackett gave tours of the White House during this time. He attended the University of Arkansas, where he was a member of the Razorback football team. He earned his J.D. from South Texas College of Law in Houston and practiced law in Texarkana and Houston before settling in Conway.

Tackett dedicated more than 50 years to the practice of criminal defense, representing clients with unmatched dedication and commitment. Known for his relentless advocacy and thorough approach, Tackett made significant contributions to the legal community in Arkansas. His work ethic and client-focused philosophy have left an indelible mark on the field of criminal defense. This scholarship embodies his legacy by supporting students who aspire to uphold the same standards of excellence and justice in their legal careers.

鈥淢y dad was a very joyful guy,鈥 Kell said. 鈥淗e was the best storyteller I ever met, and that made him a great litigator. When you try cases, you tell stories and make people realize you are dealing with people. He encouraged all of his children to stand up for people when we felt someone had been wronged.鈥

Colin Crawford, dean of the William H. Bowen School of Law at 糖心Vlog传媒 Little Rock, has been named to Little Rock Soiree鈥檚

鈥淭his recognition came as a great surprise to me,鈥 Crawford said. 鈥淚’m flattered by this honor, and it confirms my experience of Little Rock in my 18 months here as a friendly and welcoming city.鈥

The is one of 28 men who was named to the magazine鈥檚 2024 cohort of Men on a Mission. Now in its fourth year, Soiree鈥檚 special section highlights men who are changing the way people do business and life together in Central Arkansas. The magazine describes them as givers and game-changers who are fueled by more than just the daily grind.

Crawford joined 糖心Vlog传媒 Little Rock as Bowen鈥檚 dean last year, having previously served as dean of the Louis D. Brandeis School of Law at the University of Louisville, following academic positions at several institutions, including tenured positions at Tulane University and at Georgia State University.

With 2025 marking the Bowen School of Law鈥檚 50th anniversary, Crawford will be on his own mission in the new year to highlight the unique history and accomplishments of Bowen and its students, employees, and alumni.

“A central aim over the arc of the year will be to make sure the community and the world beyond recognize the many wonderful accomplishments the Bowen School of Law has achieved in its first half-century and to showcase the impact our students, alumni, and faculty have made in the field of law,” Crawford said. “We also want to share our vision for the future as we look ahead to the next 50 years, with plans to expand our academic programs, deepen our community partnerships, and continue producing leaders dedicated to justice, equity, and the highest standards of the legal profession.”

At 糖心Vlog传媒 Little Rock, Crawford has worked to expand access to law school for Arkansans. He has increased the number of in-state colleges and universities with pathway partnerships to Bowen to 17, making it easier for students to gain admission to law school. Additionally, Bowen is one of the few American Bar Association-accredited law schools authorized to use the innovative JD-Next program as an alternative to the traditional LSAT for law school admission.

鈥淚 hope this profile helps everyone in Little Rock and central Arkansas appreciate the Bowen School of Law’s significant contributions to our region’s success,鈥 Crawford said. 鈥淏owen alum Justice Karen Baker was recently elected Chief Justice of the Arkansas Supreme Court鈥攁 remarkable achievement that reflects the impact of our school and its graduates.鈥

On Aug. 20, Curtis Williams celebrated his 34th anniversary at the 糖心Vlog传媒 Little Rock William H. Bowen School of Law.

Surrounded by his many friends and colleagues, Williams stated how happy he is to be starting his 35th year at Bowen.

鈥淚 never thought when I started working here at this day back in 1990 that I would make it this long,鈥 Williams said. 鈥淭hrough discipline, hard work, and dedication, I am still here and still growing.鈥

Williams graduated from 糖心Vlog传媒 Little Rock with a bachelor鈥檚 degree in liberal arts in 1988. He joined Bowen as a library academic technician in 1990 and said he enjoys the chance to explore the many different legal cases housed in Bowen鈥檚 law library.

鈥淭here鈥檚 a vast collection of cases downstairs, and I keep myself pretty busy,鈥 Williams said. 鈥淚t鈥檚 never a dull moment at the law school and the law library in particular.鈥

Melissa Serfass, an electronic resources librarian who has worked with Williams for 32 years, described him as a very hard worker.

鈥淗e鈥檚 a great colleague,鈥 Serfass said. 鈥淭he two people who were his immediate supervisors both sang his praises about the quality of his work and his dedication to the law school and the library. He almost never missed a day of work.鈥

In the late 90s and early 2000s, Williams became quite famous around campus for being such a huge Trojans sports fan.

鈥淗e was never officially affiliated with any of the teams, but he was at every game,鈥 said Jessie Burchfield, associate dean for information and technology services and law library director. 鈥淗e would dance with the cheerleaders and do backflips across the gym floor during half-time.鈥

Williams became known as 鈥渢he man in plaid鈥 around campus sporting events.

鈥淏ack in the 1990s, they had those famous plaid sports coats that I would wear to every game, and the name stuck all these years, like a badge of honor,鈥 Williams said.

Williams and his friends and co-workers were treated to a video of him from the early 2010s dancing in an excited crowd of students during a basketball game. To celebrate his love of the game, Little Rock Athletics gifted Williams with a special basketball signed by Coach Steve Wiedower and Coach Darrell Walker.

鈥淭his is quite an achievement,鈥 Bowen Dean Colin Crawford said. 鈥淲e are so pleased to be able to work with you. We all very much appreciate your good humor, your good company, your good work ethic, and your responsiveness.鈥

Sarah Harbour, director of admissions at Bowen, started law school the same year that Williams started working at Bowen. She said that it was good to see a familiar face when she returned to work at Bowen last year, and that Williams is just the same as she remembers.

鈥淗e is very pleasant to work with, very reliable, very fun, and he鈥檚 got a good sense of humor,鈥 Harbour said.

In addition to his important work anniversary, Williams has plenty to celebrate this year. In July, Williams and his sister were able to move into an apartment in the Quapaw neighborhood that is within walking distance of both of their jobs. A few years ago, a fire burned down the Williams鈥 family home, and he is very grateful that they have a new place to call home.

鈥淢y sister and I both lived in an extended stay hotel for a year and at Our House Shelter for two years until we found this new apartment in July,鈥 Williams said. 鈥淚t鈥檚 nice and quiet at night and allows you to get plenty of rest. This experience encouraged me to get off my backside and move forward. There is no telling how far you can go.鈥

The University of Arkansas at Little Rock William H. Bowen School of Law, Downtown Little Rock Partnership, and local artist, Joel Boyd, recently partnered to complete a mural painting at the law school.

The mural, commissioned by the law school through Downtown Little Rock Partnership鈥檚 Public Art Program, also contributes to the organization鈥檚 broader goal of transforming the city鈥檚 downtown area through public art.

“Public art is an integral part of growing and sustaining the urban core of our city,鈥 said Gabe Holmstrom, executive director of the Downtown Little Rock Partnership. 鈥淲e always say if we can dream it, find a way to pay for it, and have a willing partner, then we can make it happen.鈥

Such is the case for the city鈥檚 latest mural at the Bowen School of Law. Through its public art program, Downtown Little Rock Partnership connects businesses and organizations with public spaces with artists to complete art projects, such as murals, in the space. Downtown Little Rock Partnership covers up to half of the project costs through funds provided by proceeds of beer sales at the Downtown Food Truck Festival (formerly known as the Main Street Food Truck Festival).

鈥淟ady Justice,鈥 the latest addition of large-scale visual art in Little Rock鈥檚 downtown area, designed and painted by Boyd, underscores one of the law school鈥檚 core values 鈥 access to justice 鈥 while also highlighting the state鈥檚 capital city.

A native of Rector, a small community in Northeast Arkansas, Boyd began his journey as an artist in high school where he was involved in the school鈥檚 theater troupe.

鈥淢y journey began in high school,鈥 Boyd said. 鈥淚 was really involved in my theater troupe, and because we were such a small school, we were involved in everything, especially set production. So, that鈥檚 where I really began to work on large-scale visual arts.鈥

Boyd went on to pursue a degree in painting from Savannah College of Art and Design in Savannah, Georgia. After graduating, Boyd set out to be a fine art painter commissioned for smaller scale works, but as fate would have it, he returned to the classroom 鈥 this time, as a K-12 art instructor. It was during this period that Boyd was commissioned for his first mural.

鈥淢y first mural came about when I was teaching,鈥 Boyd said. 鈥淥ne of my students鈥 parents owned a business that was receiving grant funding for historic preservation. As part of that, the parent wanted to commission a mural on the side of the building. She approached me, and though I had never done a mural before, I agreed.鈥

Since then, Boyd has painted nearly 25 murals across the state, including more than 10 in the City of Little Rock 鈥 Lady Justice being his latest masterpiece.

鈥淚 hope that this piece is inspiring for everyone who sees it,鈥 Boyd said. 鈥淚 want this to be representative of all of the things that the students and law professionals of the Bowen Community do, and I also hope it inspires the broader community to become curious about Bowen and take interest in all of the things happening at the law school.鈥

Coming in at No. 10, this story told the legacy and impact of Howard Williams, a former truck driver who headed the Arkansas Contractors Licensing Board for decades. He鈥檚 known for his unwavering support for the education and advancement of young construction professionals in Arkansas, including helping to found the Construction Management program at 糖心Vlog传媒 Little Rock.

The heartwarming tale of Professor Julien Mirivel, an expert in the field of positive communication, becoming a U.S. citizen 29 years after he first arrived in the country as a high school exchange student is the ninth most popular story of the year.

2023 has been an exciting year for Dr. Sloan Davidson, director of the School of Nursing at 糖心Vlog传媒 Little Rock. A story about her being named to Soiree Magazine鈥檚 2023 Class of Women to Watch proved to be the seventh most popular story of 2023.

糖心Vlog传媒 Little Rock Centennial Campaign Member James Bobo is a well-known personality around campus and Little Rock. The story of Bobo being selected as the 2023 Taste of Little Rock Honoree made the list as the sixth most popular story of the year.

Families are always looking for fun ways to spend the summer months, and a story on a free cybersecurity summer camp for junior high and high school students was very popular at 糖心Vlog传媒 Little Rock, coming in fifth on the list.

Student scholarships are always popular with college students and their families, which is why it was no surprise that the announcement of a new matching scholarship for 糖心Vlog传媒-Pulaski Tech students who transfer to 糖心Vlog传媒 Little Rock came in as the fourth most popular story of 2023.

The 糖心Vlog传媒 Little Rock community was excited to welcome Colin Crawford as the new dean of the William H. Bowen School of Law in July, rounding out the top three stories of 2023.

The penultimate story of last year proved the continued popularity of student scholarship programs across Arkansas. The launch of Trojan Guarantee, a groundbreaking initiative designed to break down financial barriers and empower freshmen to earn a bachelor鈥檚 degree with no tuition cost, came in as the second top story of the year.

Coming in as the top story of 2023 is the tale of doctoral student Ranjitha Hariharalakshmanan, who won a prestigious national graduate student award from the AVS for her materials science research into creating a more efficient method of water purification!

The University of Arkansas at Little Rock has officially welcomed Colin Crawford as the newest dean of the William H. Bowen School of Law.

Crawford officially started the role on July 1.

鈥淲e are excited to welcome Dean Crawford to 糖心Vlog传媒 Little Rock and the Bowen School of Law,鈥 said Provost Ann Bain. 鈥淚 look forward to working with him closely to continue advancing the mission of the 糖心Vlog传媒 Little Rock Bowen School of Law.鈥

Before coming to 糖心Vlog传媒 Little Rock, he served as dean at Golden Gate University School of Law in San Francisco. He also served as dean of the Louis D. Brandeis School of Law at the University of Louisville, following academic positions at several institutions, including tenured positions at Tulane University and at Georgia State University. He founded and co-directed the Center for the Comparative Study of Metropolitan Growth at Georgia State University.

鈥淚 am pleased to join a solid institution with an amazing history,鈥 Crawford said. 鈥淏owen has a tremendous, enterprising faculty and plays a central role in the life of Arkansas鈥檚 capital city and its region. I鈥檓 excited to join an institution that is already very strong 鈥 and look forward to working with faculty, staff, students, alumni, and other university and community constituents to make Bowen even stronger and to help raise its profile even further.鈥

As dean of the law school, Crawford will oversee many facets at the Bowen School of Law, including external relations, career services, admissions, and the overall academic program at the law school.

His current focus is connecting with faculty, staff, students, and community stakeholders to find out how Bowen can ensure it is best meeting the needs of the community.

鈥淚 look forward to meeting as many people as possible, and I don鈥檛 mean just inside the law school, but the broader community as well,鈥 he said. 鈥淢y goal will be to meet as many people as possible, figure out what they feel the institution needs, and help advance those goals.鈥

Crawford holds a bachelor鈥檚 degree in history from Columbia University, a master鈥檚 degree in history from the University of Cambridge, and a law degree from Harvard Law School. His academic scholarship focuses on environmental, property, urban development, and land-use law questions, especially in a comparative and international context.

His international experience includes having developed and taught courses throughout Latin America and the Caribbean, serving as the project director for the Environmental Law Capacity-Building Initiative in Central America funded by the U.S. Agency for International Development, and publishing books and articles in English, Spanish, and Portuguese. Crawford has also lectured and taught in Brazil, China, Colombia, Cuba, France, Japan, Panama, South Korea and Switzerland, and was a Fulbright scholar in the Dominican Republic.

Outside of his work, Crawford is an avid gardener and cyclist. Having spent time in the region before, he is excited to make new memories in the area.

鈥淚 also look forward to returning to a region of the country I know and love,鈥 he said.

Crawford succeeds Theresa Beiner who served in the position since 2018. She joined Bowen in 1994 and has stepped down to return to faculty.

The University of Arkansas at Little Rock has named Colin Crawford as the next dean of the , effective July 1, 2023.

鈥淚 am pleased to announce that Colin Crawford has accepted the role and will be joining 糖心Vlog传媒 Little Rock,鈥 said Dr. Ann Bain, provost and executive vice chancellor. 鈥淗is leadership experiences and his broad research interests made him an ideal candidate for this role. I look forward to working with him closely to continue advancing the mission of the 糖心Vlog传媒 Little Rock Bowen School of Law.鈥

Crawford previously served as dean of the Louis D. The University of Arkansas at Little Rock has announced two finalists who are being considered for the deanship at the William H. Bowen School of Law

As part of the interview process, each candidate will meet with the search committee, members of the Bowen School of Law, and offer a presentation to the campus community.

The two finalists include Colin Crawford, dean and professor of law at Golden Gate University School of Law, and Christian Johnson, Commonwealth Professor of Law and Business Advising and director of the Business Advising Program at Widener University Commonwealth Law School.

Crawford previously served as dean of the Louis D. Brandeis School of Law at the University of Louisville, following tenured positions at Tulane University, Georgia State University, and Thomas Jefferson School of Law. He founded and co-directed the Center for the Comparative Study of Metropolitan Growth at Georgia State University.

Crawford holds a bachelor鈥檚 degree in history from Columbia University, a master鈥檚 degree in history and is pursuing a Ph.D. in modern history from the University of Cambridge, and a law degree from Harvard Law School. His scholarship focuses on environmental, property, urban development, and land-use law questions, especially in a comparative and international context.

His international experience includes having developed and taught courses throughout Latin America and the Caribbean, serving as the project director for the Environmental Law Capacity-Building Initiative in Central America funded by the U.S. Agency for International Development, and publishing books and articles in English, Spanish, and Portuguese. Crawford has also lectured and taught in China, Cuba, France, Japan, Panama, and South Korea, and was a Fulbright scholar in the Dominican Republic.

He will be meeting with campus representatives at the 糖心Vlog传媒 Little Rock Bowen School of Law on Friday, March 3.

Christian Johnson

Johnson was the inaugural dean for Widener University Commonwealth Law School. Prior to joining Widener, he served as the Hugh B. Brown Presidential Endowed Chair of the Law and the associate dean for academic affairs at the University of Utah College of Law. Before moving to Utah, Johnson was a law professor at Loyola University Chicago for 13 years.

Johnson has 27 years of experience in legal education. He is a frequent commentator and academic focusing primarily on global capital markets. He has co-authored five books and written over three dozen articles on capital markets and central banks. Johnson holds a bachelor鈥檚 degree and a master鈥檚 degree in accounting from the University of Utah and a J.D. from Columbia University School of Law.

He will be meeting with campus representatives at the 糖心Vlog传媒 Little Rock Bowen School of Law on Monday, March 6.

Paula Casey, professor emeriti of Bowen and former U.S. attorney for the Eastern District of Arkansas, serves as chair of the search committee.

Additional search committee members from 糖心Vlog传媒 Little Rock include Anastasia Boles, professor of law; Terrence Cain, professor of law; Rebecca Feldmann, director of the Veterans Legal Services Clinic; Shanna Fitzgerald, budget director; Rejena Grotjohn, assistant dean for student affairs and diversity initiatives; Wanda Hoover, assistant dean for external relations; Almas Khan, assistant professor of law; Joni Lee, vice chancellor for university affairs; Melissa Serfass, professor of law librarianship; and Kelly Terry, associate dean for experiential learning and clinical programs.

The new dean is expected to start during the summer and will succeed Theresa Beiner, Bowen鈥檚 first permanent female dean who has served in that position since 2018. Beiner, who joined Bowen in 1994, is stepping down to return to faculty.
